Federal Programs / General Purpose Budget

The Federal Programs division of the Scott County School System is responsible for federal grants including Title IA, Title ID Title IIA, Title IV, and Title V.

The Every Student Succeeds Act (ESSA) is the main law for K–12 public education in the United States. It replaced No Child Left Behind. The main purpose of ESSA is to make sure public schools provide a quality education for all students.

Scott County Schools receives federal funding under Title I-A, Title I-D, Title II, Title IV, Title V, IDEA, and IDEA Preschool. Each of these programs is uniquely different in its requirements and rules. The primary goal for all programs is to help the students that are considered at-risk. Being identified as at-risk could be from the lack of financial resources available, language barriers, or lack of parental involvement in the educational environment.

Federal Programs are grants and financial aid from the US Department of Education that are designed to help the nation's schools achieve equity for all students. These programs provide additional resources to schools and districts to provide assistance to those students who are considered economically disadvantaged. While funding from the federal government is based upon census data of children ages 5 to 17 within the school district, allocations to schools are determined on parent income level and is typically derived by those students who qualify for free or reduced lunch.

Scott County Schools offer a diverse range of federal program activities including but not limited to: family engagement / parental involvement, professional development, instructional supplies, equipment, and personnel. The supplemental funds provided by the federal government enhance the opportunity for the students of the Scott County School System to be successful.

Federal Programs Director

The Federal Programs Director is responsible for the programmatic planning, implementation and compliance monitoring for many of the federal grants awarded to the Scott County School System through the Tennessee State Department of Education as well as the Federal Government. The primary responsibility of the Federal Director is to make certain federal funds are expended appropriately, and to ensure the federal funds have a positive, measurable impact on student achievement and growth.

The Federal Programs Director in Scott County is also the Homeless Liaison, English as Second Language (ESL) Coordinator, and Migrant Coordinator. Each of the three items listed are federal mandates, thus comes under the direct supervision of the Federal Programs Director.
